Submission to the Committee of Ministers in relation to the supervision of cases concerning the action of the security forces in Northern Ireland (Feb 2019)
The Committee of Ministers is the decision-making body of Europe’s leading human rights organisation, the Council of Europe. Between 12 to 14 March, the 1340th (Human Rights) meeting of the Ministers’ Deputies will take place.
This session will look at the execution of judgments made by the European Court of Human Rights (ECtHR) in a series of cases in which states have been found to have committed human rights violations.
This will include consideration of the McKerr group of cases, which concern violations committed by the UK in relation to the actions of security forces in Northern Ireland in the 1980s and 1990s.
CAJ has made a detailed submission to the Committee of Ministers on these cases in advance of the meeting.
Our submission focuses on a number of different areas including the latest legacy proposals for Northern Ireland, challenges to the powers of the Police Ombudsman, and the withholding of resources for the Legacy Inquests Unit.
