Martin Flaherty is a student at the law school of Columbia University in New York City.
He is a graduate in history and is currently writing a doctoral thesis on Irish influences on the framing off the American Constitution.
For ten weeks in the summer of 1986 Martin was working for the C.A.J. in Belfast under the auspices of Columbia’s International Human Rights Programme.
During this time he studied at first hand all aspects of the troubles and contributed greatly to the profile of the C.A.J. throughout the province.
This pamphlet represents Martin’s thoughts on how the American experience with a Bill of Rights may be helpful to those in Northern Ireland who, like the C.A.J., are anxious to see a Bill of Rights introduced here.
