Submission to the Committee of Ministers from the Committee on the Administration of Justice (CAJ) in relation to the supervision of the cases concerning the actions of the security forces in Northern Ireland

In April 2024, CAJ submitted evidence to the Committee of Ministers of the Council of Europe in relation to the supervision of legacy cases regarding the actions of security forces in Northern Ireland. A number of issues were raised in the submission, including:
- The Legacy Act passage in the UK Parliament.
- Ireland’s lodging of an inter-state case with the Court in January 2024.
- The UN Human Rights Committee’s ICCPR monitoring in March 2024.
- The publication of the Interim Report of Operation Kenova.
- The High Court in Northern Ireland’s first domestic ruling on the Legacy Act.
- The overstating of the extent to which the High Court has given the green light to the contention that the ICRIR can conduct ECHR compatible investigations.
- The shutdown of the Package of Measures resultant of the Legacy Act.
