Paragraph 10 complaint to ECNI in respect of the failure by DfC to comply with its Equality Scheme in relation to the ‘Two Child Rule’

The Committee on the Administration of Justice (CAJ) is directly affected by the course of action taken by the Department for Communities (DfC) in relation to the Two Child Rule in Child Tax Credits. DfC have erred in taking a position that Section 75 does not apply at all in relation to its functions over the Two Child Rule in Universal Credit (UC), and hence CAJ has not been able to engage in any of the scrutiny or compliance processes set out in the Equality Scheme that could and should have led to the application of the duties therefore CAJ have submitted this paragraph 10 complaint to the Equality Commission for Northern Ireland.
